You Are My Sunshinea Cross Stitch Kit by Design Works

On the instructions the "embroidery details", it states to use 2 strands on the black and the white outlines. On the picture it is obvious the black back stitching is completed with 2 strands. However, the white backstitching looks like a single strand. Could someone clarify if I am reading this correctly or am I in error.
